PAC votes for sidewalk lamps, intersection lights

    The Wiscasset Public Advisory Committee voted Monday for a newly presented type of sidewalk lamp, standing about 11 feet high, including the fixture, combined with overhead lights at the traffic signals to illuminate the intersections. Unlike Bath’s lamp fixtures, the ones now planned are too short to accommodate banners.

    Flag pole attachment and electrical outlets for seasonal lighting would be included. The overhead intersection lamps are similar to ones on the Sagadahoc Bridge, with a cobra design and a teardrop glass globe.

    The sidewalk lamps are much closer to what respondents in last fall’s amenities survey requested than the 16-foot lamps proposed at the last PAC meeting.

    Police Chief Jeff Lange presented information the PAC had requested about possible funding to the town if meters were in the parking mix. In Boothbay Harbor, which has a combination of metered street parking and lots, the funding to the town in fines and parking fees in 2016, the last year full data was available, was $102,008. In Damariscotta, which has no metered parking but has fines for parking over two hours, the fines collected in 2016 were $3,775. Lange had proposed some paid parking spaces and higher fines for parking in specialized zones, to cover about half the cost of maintenance on Main Street. He said parking enforcement would have to be come out of those funds, because without enforcement, no parking policy would work, and the police department doesn’t have enough personnel to do that.

    Lange said if 60 spots on Railroad Avenue were paid in the height of the season, at a dollar for two hours, the town would bring in about $240 per day for 123 days, or a total of $29,520, not counting fines. Conservatively, he said, half the spots might be full for less time, at any time during the day, bringing in $7,380, not counting fines.

    The PAC agreed to send both light recommendations, and the parking information without recommendation, to selectmen to consider. No more meetings have been scheduled for the committee.
