Rule change sought for Wiscasset’s impounded pet pickups

    A change in Wiscasset’s animal control rules has moved closer to a town vote, possibly in November. The Ordinance Review Committee on Monday night backed a proposed way to address instances when an impounded cat or dog lacks a rabies vaccination.

    As proposed, the owner would pay the town’s $30 impoundment fee, get the animal back and get it vaccinated within 10 days or face a summons, according to a draft the committee approved. The wording regarding dogs would require licensing as well as the vaccination.

    It’s the same wording Animal Control Officer Julie Groleau recently offered selectmen. The board then passed it on to the committee for review.

    Town Planner Ben Averill said the next step for the proposed amendments is a public hearing, possibly with proposed amendments to other town rules. If everything comes together within election deadlines, the animal control rule change could go to the polls Nov. 8, Averill said. He was still conferring with town officials on it.

    If the amendments cannot make it onto the November ballot, the hearing might instead be set closer to when the vote takes place, he said.
