Dear Editor:

Ex post facto laws are prohibited for the federal government by Article 1, Section 9 and for state governments by Article 1, Section 10 of the U.S. Constitution. The Constitution of the State of Maine Article 1, Section 11 prohibits ex post facto laws.

Question 1 on the November ballot would create a retroactive law in violation of both federal and state Constitutions. Realize that over 63,000 Maine registered voters have signed this citizen's petition.
