Holly Stover honored with Frances Perkins Award
“The people are what matter to government, and a government should aim to give all people under its jurisdiction the best possible life” – Frances Perkins, Secretary of Labor 1933-1945.
On June 13, the Lincoln County Democratic Committee presented Holly Stover with the Frances Perkins Award in recognition of her decades of dedicated public service to Maine communities. Holly Stover’s lifetime of service embodies exactly the impact Frances Perkins devoted her life to as the first female cabinet member and champion of labor rights.
The celebration brought together approximately 60 friends, colleagues, and community members to honor Holly’s long record of leadership in state government and community-based work.
Speakers at the event included Governor Janet Mills, the Honorable Peter O’Donnell, former mayor of Portland, Senator Cameron Reny, Amanda Hatch, Executive Director of the Frances Perkins Center - speaking on behalf of House Representative Lori Gramlich and Keith Mestrich, Chair of the Lincoln County Democratic Committee.
Stover’s career spans more than three decades of service, including her work with the Maine Department of Health and Human Services, her service in the Maine House of Representatives, and her current roles as Director of the Boothbay Region Community Resource Council and Director of Development for Lincoln County Dental. Throughout her career, she has focused on strengthening systems of care, expanding access to essential services, and supporting vulnerable Mainers.
Her work has included advancing health and human services, supporting survivors of violence, and helping build strong local networks of support. Colleagues describe her leadership as steady, compassionate, and deeply rooted in a commitment to the dignity of every person.
The afternoon was filled with laughter, camaraderie, and well wishes for Holly, reflecting the deep appreciation felt by those in attendance. The award presentation highlighted Stover’s enduring impact on both state and local communities and celebrated her continued service to the people of Maine.
