Dresden votes on 53-article town meeting warrant on Saturday
The Dresden selectmen and budget review committee agree on all but one of the 53 articles on this Saturday’s town meeting warrant.
The selectmen’s proposed $733,479 municipal budget for 2015-16 reflects a 3.8 percent increase over last year’s. The only spending proposal that caused disagreement between the selectmen and budget review committee was the highway account. The selectmen proposed $355,354, which is a $44,454 increase.
The budget review committee rejected the 12.5 highway account spending increase. The committee proposed spending the same as last year: $310,900.
The selectmen’s proposal includes $20,000 for work on town roads and $4,000 for paving. The selectmen also plan on major road improvement projects in the next fiscal year on Blinn Hill, Calls Hill and Common roads. The board plans on performing shoulder, ditching, and maintenance work along Orchard Hills Road.
The selectmen’s proposal also includes $4,000 more for salt and $11,000 more for sand.
There is also a proposed $5,454 increase in the first year of the new snow plowing contract. The highway account is article 26 on the town warrant. Residents will vote on the new snow plowing and ice control services contract in article 25. The article requests approval on a contract for not more than three years (2015-18) on such terms as they (selectmen) deem in the best interests, and cost doesn’t exceed $579,091.
Residents will also consider a change regarding the animal control officer position. Article 7 asks for a vote authorizing the selectmen to enter into an animal control services contract with the town of Richmond. Residents are asked to raise and appropriate $3,500 for the service.
Voters will also decide several other issues regarding municipal government.
Article 16 asks voters to appropriate $3,000 to reimburse the Gardiner Ambulance Service for the past year’s fees.
Article 21 asks voters to appropriate $24,000 for Recycling Center salaries. This is a $1,000 increase. The additional funds are for a 2 percent employee raise.
Article 35 asks to appropriate $22,000 from surplus for permitting the proposed boat ramp at the Kennebec River Bridge. According to town officials, the Maine Department of Transportation is responsible for most of the project’s costs.
The selectmen and budget review committee recommend donations to the following nonprofit organizations: American Red Cross, $250; Coastal Transportation, $100; Elmhurst, $300; Maine General Health, $200; Midcoast Community Action, $600; New Hope for Women, $500; Richmond Food Pantry, $500; Spectrum Generations, $600; and Life Flight Foundation, $400. The recommended donations total $3,450. This is $150 less than last year’s contributions.
Four other nonprofits requested funding: Healthy Kids, $500; Lincoln County Television, $3,463; Lincoln County Dental, $1,500; and Maine Public Broadcasting Network, $100. But the selectmen and budget review committee recommend no contributions to these organizations.
Article 51 asks voters to accept and spend funds from Inge Foster’s estate for the stabilization and restoration of land located at Town Landing Road’s end. The land serves as the easterly approach to the original Middle Bridge over the Eastern River.
Town officials call the project “Patterson Landing.” The proposal is to provide a pleasant and peaceful place to observe the river and create safe access to the water. Town officials report the proposal will not use municipal funds.
Voters will also vote on adopting a new floodplain ordinance and comprehensive plan.
The town meeting begins Saturday at 9 a.m. in the Pownalborough Hall.
