New beginning for Clark’s Point project
As early as Nov. 28, the Clark’s Point subdivision’s new owners could have local go-ahead to develop four of the lots first planned a decade ago. The Wiscasset Planning Board Monday night set a Thursday, Nov. 17 walk of the River Point Road site; and Town Planner Ben Averill said plans call for a public hearing and possible board vote at the Nov. 28 meeting.
“I think it’s really exciting that the project is moving forward,” Scott Lalumiere said. He and Mark Pierson said they co-own the property through their company, Clark’s Point Development, LLC. They bought the site this fall and plan to have a mix of condominiums and single-family homes on all 94 lots within three years, they said in the board meeting, a brief interview and a press release. All 94 got Maine Department of Environmental Protection approval previously, but only some received the town’s approval, Pierson said. More requests, likely in early winter, will follow the request for the four lots’ approval, the men said.
“Our goal is to price the property aggressively and build as quickly as we can, within reason, and bring 94 new families to Wiscasset,” Lalumiere told the board.
“We look forward to it,” Chairman Ray Soule said.
The lot sizes are about an acre and prices will start at $240,000, according to the owners.
Pierson states in the release, “Mid Coast Maine is once again seeing a revival. We envision a project that appeals to families, second home buyers and people downsizing.” The release describes the subdivision as about 200 acres on the Sheepscot RIver with winding roads, a deep-water dock, float and mooring field, pond, community gardens, tennis and basketball courts, swimming hole with a waterfall, picnic areas, beach and a building for entertaining, called the “Harvest House.”
At the discussion’s outset, board member Karl Olson, listed as a design consultant on the application, recused himself and joined the applicants in presenting the plan. Soule said he once performed a couple of test holes at the site, but nothing that would warrant recusing himself from the discussion.
Citing the approved 2006 site plan, Olson told the board the applicant will seek several waivers for the four lots. The application proposes 23 waivers, including ones for a traffic impact study, contour map, and erosion control and landscaping plans. Board members took no vote on the waiver requests but voiced no concerns about them.
Thursday’s site walk is at 3 p.m. The board had also been set to consider Mary Ellen True’s proposed day care at 16 Shady Lane Monday night. Averill said the applicant thought the meeting was a different night, so the matter will instead be taken up Nov. 28. The board will meet at 7 p.m. at the municipal building.
