Newcastle eyes June vote for character code
Newcastle will not place the character-based code adoption on the November ballot. The revision still needs a lot of work, according to Mal Carey, one of the members of the commission supervising the document’s editing.
Select Board Chair Brian Foote estimated it might be ready to present for action in June, which would coincide with the either the June ballot or the town meeting, but it was not clear if the decision would be made at the meeting or the ballot box.
The select board held public hearings Monday to hear concerns about several articles on the warrant. Article 4, involves minor amendments to the land use ordinance related to short term rentals of private homes, such as AirBnB.
The board also is asking voters to grant it the right to decide purchases of up to $25,000 without a bid process. “Right now our limit is $5,000, which isn’t enough to do anything,” Foote said. “So we’re requesting that we have the option not to go to bid for small jobs.” The article would not preclude a bidding process if the selectmen felt it was warranted.
In another article, the town would enact an ordinance governing how long transient sellers and lunch wagons could ply their trade before needing to come before the planning board. The proposed ordinance would give sellers 365 days to establish their business before requiring a site plan.
