Selectmen order gravel pit owner to cease operations

Dresden selectmen on Tuesday ordered gravel pit owner Heather Beasley to cease operations after she failed to sign a consent agreement with the town.

Town Administrator Michael Henderson reported that town attorney Jessica Avery had not received a response from Beasley to a request that she reclaim a right-of-way she allegedly undermined at the pit boundary. “The deadline was not met,” said Henderson.

Beasley has claimed heavy spring rains eroded the right-of-way.

“The next step would be a stop work order,” said Selectman Allan Moeller Sr. “We want a safe passage as it has been.”

In other business, resident Eleanor Everson questioned Henderson’s new title of town administrator which selectmen changed from administrative assistant June 24.

Everson said the title of administrative assistant was approved at the June 1988 annual town meeting and the new title should also go to a town meeting vote. “It hasn’t been voted by the town.”

Following the meeting, Henderson said the new title did not alter his administrative powers per se. He said the board also approved a revised job description which gives the job more supervisory control over town office operations in the transition from elected to hired town office staff.

“We did our first marriage license,” Henderson told the board. He said the office is operating smoothly with newly hired Town Clerk Susan Carver.

Moeller reported the cost of repairs to Calls Hill Road may have increased by $10,000 due to springs found under the roadway. “Water is running down the other side,” he said. The cost is now estimated at $40,000. Moeller assured resident Gary Blau the increase would not impact the total roads budget.

The board agreed to reduce a fine assessed to Jonathan Hackett for failing to get a building permit before starting work on a trailer site at the Indian Run Estate trailer park. Hackett said nobody at the park told him a permit was required. “I want to give them a break,” said Selectman Gerald Lilly. The board voted to reduce the fine from $784 to $365. Hackett said he was happy to pay the reduced amount.

The board voted to buy a new ride-on mower for $3,200. “The mower is dangerous. We need a new one,” said Lilly.

The board agreed to send out a notice asking residents if they want to be on a list of “shutins” who may need assistance. And Blau suggested polling residents who would like the annual town meeting moved away from Saturday morning.
