Woolwich finalizes town meeting warrant
The Woolwich select board finalized the warrant with the proposed 2019-20 town budget Monday evening. The annual town meeting is Saturday, May 4 at 9 a.m.
Article 38's two questions will determine whether the town will expand its EMS department or contract with Bath for ambulance coverage.
The first asks voters to raise $177,799 for the town's primary ambulance service; a cost breakdown including payroll, insurances, training, supplies, etc. is included. Projected revenues are $72,000.
If the proposal is approved, voters are asked to raise $150,000 to buy a new second ambulance, financing it over seven years with an estimated maximum interest rate of 3.62 percent.
The second part of article 38 would raise $99,145 and authorize the select board to enter into a three-year contract with Bath for ambulances service. The amount is based on an average of 251 emergency calls per year at $395 per call.
If it passes, voters are also asked to appropriate up to $15,000 from the undesignated fund balance to cover any unanticipated EMS costs.
Should voters opt to contract with Bath, they’ll next be asked to consider article 39 to raise $61,096 to continue the town's current EMS department.
“Article 39 would be dismissed should voters choose to fund (the town's) own primary ambulance service,” explained board chairman David King Sr.
King said the board would have ballots on hand should a motion be made and subsequently passed to hold a written vote on the ambulance article.
Other articles include raising $198,269 for town-wide roadside trash and recycling pickup, an increase of $5,401 from last year; $615,136 for roads and bridges, up $26,811; and $138,929 for the fire department, an increase of $6,316.
Town reports will be available later this month.
