Edgecomb covering its bases on issue with developer
The Bank of Maine wants Edgecomb to keep paying them the tax incentives that used to go to developer Roger Bintliff’s company, Edgecomb Development.
Bintliff said he will hold the town liable for any more money that goes to the bank.
A representative for the bank “confirmed…right on the phone” that the bank should still be getting the money, Selectman Stuart Smith said at the board's July 16 meeting.
The board will also ask the bank for written confirmation and will consult the town’s attorney before sending the next payment, Smith said.
The payments stem from tax incentives established when Edgecomb Development was going to pay for some utilities on Davis Island. Bintliff has acknowledged that he previously agreed to have the town send those payments to the bank, in connection with his company’s loans. However, he owes the bank nothing now, and the payments should be going to him, he said in a May 31 letter to selectmen.
Town Treasurer Claudia Coffin brought up the topic at the July 16 selectmen’s meeting. She will need to know soon who gets the next payment, she said.
Board Chairwoman Jessica Chubbuck said she looked thoroughly for any new paperwork from the bank or a court on where to send the money, and found nothing.
“We would know about it,” if the town had received anything, Smith said.
The payments at issue are an asset “that can be traded like any other asset, and it was traded to the bank,” Smith said.
Bintliff was not at the July 16 meeting. In an interview July 17, he said selectmen will be subjecting the town to legal action if they have any more payments go to the bank. The money should go into escrow until the matter is resolved, “to prevent liability to the town,” he said.
